Yes, Restore will just restore the config and not server details.
If 8.2.15.2 is on RHEL, you can upgrade to 8.3.0.3 directly.
If 8.2.15.2 is on CentOS, you have to install 8.3.0.3 AirWave with RHEL and restore 8.2.15.2 backup file.

When you are importing the config it's just the config and just that ? so there is no issue if we create the VM with better specs like more RAM, more HD space, etc? and then import the backup.
Second question
Can I go directly from 8.2.15.2 to 8.3.0.3 with the 8.2.15.2 backup? I saw before that it was not possible but then I think I saw it again and it seems it's possible
and on the steps, it doesn't seem I have to go to any other version of the 8.0.x before going to 8.3.0.3
