That may be for clients that don't support WPA3-Personal (SAE), as it's not backward compatible with WPA2-Personal (PSK).
Could it be that you disabled transition mode on the SSID (opmode-transition)?
The Instant AP-215 does not support WPA3-SAE: The WPA3 opmodes are effective only on the 300 Series, 303 Series, 310 Series, 320 Series, 330 Series, 340 Series, AP-365, AP-367, 370 Series, 510 Series, 530 Series, and 550 Series access points. Other access points will reject these opmodes.

when I switch a wireless network to use WPA3-Personal instead of WPA2-Personal, clients (like an Android phone) no longer detect the SSID and can not connect.
This is with firmware version 8.6.0.24 on IAP-215 access points. How would I get WPA3-Personal to work?
