APs terminating on the Local controller.

The "configuration state" of the Master and Local controller will shows as "UPDATE SUCCESSFUL" however the APs will be showing down on the Master controller.

Note: On the Local controller we could see the LMS cookie for the master controller.
The APs are UP on the Local controller however it shows down on the Master controller.
As there is no LMS cookies for the Local controller on the Master, the APs states are not updated correctly on the master which leads to the APs showing down on the master controller.
