With WMM, you can depend on the clients and the call servers to tag the traffic right and the tags (DSCP / ToS) will be honored and the traffic will be prioritized in the air.

VSM will let you prioritize the traffic by enabling automatic voice prioritize so your VoIP will be prioritized even if the call server does not tag (DSCP / ToS) the traffic.
