How on IAP Access control application throttling rule is set the upstream and downstream bandwidth aggregated?

Product and Software: This article applies to all IAP versions above 4.x

Application throttling is per session i.e. per user on each IAP under X number of IAP cluster and we can set bandwidth for Downstream and Upstream traffic, as per requirements.
