How to configure TX power for 2.4 and 5G band seperately?

Requirement:

Prior to 4.2 code, the TX power settings in ARM profile are shared by the "G" and "A" radio.

In client connectivity issues like roaming one of the knob which we will tweak is min and max TX power. However, If we tweak the power that will impact both the radios in pre-4.2 code.

Solution:

In 4.2, IAP supports TX power configuration (min and max TX power settings) per radio in radio profile.
