What are the possibilities that the configurations are not pushed from Aruba Central to IAP?

The IAP shows UP in the central however when the configuration is pushed from the central it doesn't get pushed to the IAP though the country code was set in IAP.

IAP CLI:

               show running-config
               version 6.4.3.0-4.2.0
               virtual-controller-country GB

One of the possibility is country code is NOT in Aruba central.

Once the devices shows up in the Central, we are expected to see the option to set the country code as shown below. 

Only after setting the country code, the configuration will be pushed from the Aruba Central to IAP.
