    I want to add a new aruba ap to an existing aruba ap cluster using a static ip.
    What’s the steps?

    There are way too many unknowns in your question for us to answer effectively.

    If you've got DHCP, just connect the iAP, let it get a IP assigned and joing the cluster, then edit its configuration to set the static address and reboot it.

    If you haven't, then you would probably need to connect a console cable and assign the statis address by CLI.
