I was able to find the issue, the VLAN 300 wasn't tagged on the switch, after tagging on all my switch I was able to get IP from VLAN 300, Thank you for your kind help. much appreciated.

You mean - it wasn't tagged on the uplink of the switch? Because your config for gig 0/0/4 showed that it was tagged on that port.

no on the Aruba switch itself, I had VLAN 320 untagged with a tagged trunk trk1, I have tagged the ports to VLAN 300 and it was working.
