We just upgraded 640 APs to 8.4.0.1 from 6.5.4. These are all in one group split into 25 clusters all with their own subnets. We used to be able to ping and get to the VC address before the upgrade and we haven't changed anything but the firmware. We did notice that the ping goes through for about 30 seconds if we change anything in the config and apply, it then stops and is blocked or is not responding after that. When we connect to the controller of the cluster through its own IP  example VCIP: 10.1.1.1 IAPIP:10.1.1.5 we can connect and see everything.

So the other thing we noticed was when the preferred master goes down and it reelects a new one the VC ip answers and is accessible. If the preferred comes up it switchs back over to that APbut then we lose access about 3 minutes later and it is not accessible again.

We have noticed that when we cannot access the VC IP but connect to the master on its own IP we can access it but we lose the settings tab and the ability to configure any of it. One other odd note is in the documentation it says 8.4 should bring a new UI. We don't see this new UI at all, we are still on the old UI.

If you haven't already I would start working a TAC case so they can look at AP and VC configs.
