Restoring a flash on a different controller requires a specific procedure.  Restoring flash also restores licenses from the old controller to the new controller, which will not work.  Here is what you do:

    1.  Restore flash onto the new controller

    2.  Do not type write mem or save configuration

    3.  Apply Valid licenses to the new controller

    4.  Reboot, but DO NOT save the configuration.

No, because the restore will overwrite the licenses.  Obtain the licenses, restore flash.  Paste in new licenses, and reboot without saving or doing a write mem.
