I have two controllers, master is set to US and local set to Qatar.

I need to reset the master countru to Qatar. is there a way to make it without resetting the controller.

Pretty sure you need to reset the controller to change the country code of it.

If you just want to change the channels used for APs associated with it, you can create a new AP regulatory domain profile and assign the APs to that. No reset required.

    Check this post: http://community.arubanetworks.com/t5/Wireless-Access/Country-code-details/m-p/271083

Also, if the controller is in US country code now, please check the part number. If the controller has -US in the part number (for example 3200-US or 7210-US), you cannot change the country code to anything else. The -US controllers are for deployment in the United States only and have, by law, the limitation that the country code cannot be changed.
