Reordered services and lost admin access

I made a really dumb mistake in Clearpass today and am not sure how to recover. I was testing a TACACS configuration and reordered my new service to the top just for testing purposes. All we use Clearpass for right now is a guest portal, so I wasn't concerned about breaking anything there as it wouldn't match my TACACS service. Before I figured out the correct order for everything I got timed out and now can't get back in with my credentials. I assumed that I would be able to login with the built-in admin password if all else failed but that doesn't seem to be the case as that is not working either.

Does the standard admin account require the default TACACS rule to login? Is there any way to recover from this?

Local admin accounts do not use a service and should always work.
