In Aruba OS 6.5 Master-Local Deployment, What if we place the licenses to local controllers will the all controllers get licenses if centralized licensing is checked even if the licenses are placed on different controllers? For example 10ap license,5 RFP and 5 in master and in local 5 rfp and 5 pef but all in all 10ap 10 rfp and 10 pef if the 2 controllers are combined. will that work?

You should test it, but assuming that each controller has its own license, licensing will be applied when you use the centralized licensing feature.
