To be clear, you would only need centralized licensing when you want an AP to be able to connect to more than one controller for redundancy, but you don't want to pay for twice the AP, PEFNG or RFProtect licenses. If APs are only going to connect to a single controller, centralized licensing is not really of much use. If you don't need redundancy, centralized licensing might not be of much use in your network.
To answer your question, Centralized licensing can be leveraged in a master/backup, or master/backup/local cluster.
