Is there a way to configure a local controller at a remote site to work with a master if the local only has dynamic public IP addresses available? All controllers running AOS 6.1.3.
Yes.
If you do NOT specify the localip (just leave it at 0.0.0.0), it will allow any controller with the correct preshared key to connect.

Another issue though is I need to make the controller's IP address VLAN 1, which happens to be the public DHCP address. When I attempt to change the controller's IP, it tells me that VLAN 1 cannot be configured to get dynamic IP.
Make the controller IP another vlan besides the DHCP VLAN. This is mandatory, of course.
Setup your local controller vlan, then do this:
config t
controller-ip vlan x
