Trying to manually contain a rogue the following way

    wms ap <mac> mode manually-contain

and I get the following error message

"Database is disabled. Command not allowed"

    I have never seen this.

WMS Offload is enabled and I have Airwave, I would like to disable it but when I remove WMS offload from Airwave, it does not push the commands to the controller.

You cannot run WMS commands if Airwave is doing the offload.  You should be able to change the "Offload WMS Database" to no to disable to offload.  If that does not work, please contact support.

That is what I thought since WMS offload is enabled, that Airwave is now the mobility-manager.

Tried disabling but looking at the audit-trail I do not see any commands being pushed to the controller

I am wondering whether I can just go and remove the mobility-manager from the controller.

    If not, TAC it is.
