    Can you turn off the ZTP capabilities of a 303h access point by connecting to the SetMeUp SSID and aruba instant? I have a 303h access point that I have been trying to set up for my house and it constantly reboots when I connect to internet, but it sets up fine if it is not connected to the internet. I was told that ZTP may be to blame.

    You cannot turn it off, even if you reset the AP.  You would have to contact support: https://www.arubanetworks.com/support-services/contact-support/
