Hi JL536A SKU is incorrect (it doesn't exist [**]): JL563 SKU is correct.
JL563A should be supported on Aruba 8320 since ArubaOS-CX 10.00.0018 or since 10.01.0011.
With regards to your issue: very latest ArubaOS-CX 10.01's Release Notes [*] are pretty clear about JL563A SKU installation requirements on Aruba 8320: JL563A is only allowed for use in ports 1 through 12 and a maximum of twelve concurrently installed SFP+ Transceivers of this SKU per JL479A are allowed.
If I'm not mistaken you're trying to connect to 13rd SFP+ Slot...try to move the JL563A SFP+ Transceiver down to a port in the range 1/1/1-1/1/12, if you can.
To said the truth, ArubaOS-Switch and ArubaOS-CX Transceiver Guide (Edition 5, September 2018) didn't report any JL563A's placement requirment/restriction...so in that guide there is an omission (covered, as written above, on latest Release Notes) but that is probably due to the fact that that information wasn't available to editors before the release of 5th Edition.
[*] This restriction/requirment is present and evident on ArubaOS-CX 10.01.0030 Release Notes Edition 2 and, for sure, on latest ArubaOS-CX 10.01.0040 Release Notes Edition 1 (pay attention that on the same ArubaOS-CX 10.01.0030 Release Notes Edition 1 and previous Release Notes down to 10.01.0011, the JL563A is mentioned but the reference to that restriction/requirement is not placed as a note just below the Minimum Supported Version table as you would look for it but it's a little bit nested under 10.01.0011's listed enhacements under "Transceivers"...a place which is not that evident as of now).
[**] It's funny to discover that the non existent JL536A SKU is mentioned - erroneously! - on the ArubaOS-CX 10.01.0011 Release Notes for Aruba 8320 with reference to CR_36115 issue...probably someone did a typo inverting the 63 with 36!
